I think now I understand what kept me befuddled for so long
12 AM is not noon as I understood when you wrote:

So Amnesty day is from
00:01 = 00:01 AM early morning Central US time 31.October
until 23:59 = 11:59 PM Midnight 31. October,
just the whole day of 31. October in Central USA.
Do I understand it finally correctly ?
Sorry for being such a befuddled procrastinator
who constantly confuses AM and PM.
Though you wrote already very extensively about this
(I'm very grateful for this),
I did not understand why we could not send in our votes before
31. October while these additional votes would be counted
only on this special day.
You surely have a reason and I only failed to understand.
Many thanks for all your time and efforts you invested into this project
Elanor
Please excuse me for pestering you so often !

I remember the uncertainty of the midnight showings of TTT and ROTK.
We'd go buy a ticket but which day do you buy a ticket for. Is
midnight part o the previous day's night (as we talk colloquially) or
part of the next day's morning (which it is technically). We ended
up saying such things as "This is for the midnight showing, right?
I'll show up at the theater on Tuesday?" just to be sure we were on
the same page.
To avoid that confusion I went with 11:59pm (clearly part of the
night of one day) and 12:01am (clearly part of the next day).
used to AM and PM can get confused as well.
counting Men and Elves, but I've still got Hobbits. I'm not assigned
to Numenor, Rohan, Humor, or Adventure. So I've got 5 days to not
have to count. I get a break. :-)
And because there'd be no sense at all in closing categories if you
could just post them whenever. Which I did go into in great detail.
If we had them all just open for 1 1/2 months, I'd not likely have
anyone to help me count. We are all volunteers with our own real
lives to deal with (like a crashed server that's finally running
after I stayed up to 2:30am--0230).
