Wanted to know what this sigline means?

The first time I read it I thought it said

That reminds me of a moment from a re-run of "Roseanne" I overheard the
other day when my sister was watching it in the other day. DJ is trying
to get the tv to tune and is hitting the set with his thumb, and Dan
comes in, says there are tools for that, and hits it with the phone
book.

See, being frustrated with technology is like a part of our archetype
as humans or something.*Everyone* understands it.

*snork* No, that's not what it means. I got it off a site, but IIRC
it's Latin for "If you can understand this you're over-educated."
Something like that.

I love funny LOTR quotes, though. The banner on my cell phone reads
"Haldir lives", but I haven't found anything that really fits for an
email signature.
